After Amazon began building data centers in eastern Oregon’s Morrow County, the nonprofit that provided its fiber-optic internet connection sold its fiber business to a group of insiders. Here’s the sequence of events.

Around 2001: Inland Development Corp. forms to provide internet connectivity to school districts, hospitals, libraries and county courthouses. (Public records reflect differing dates for the nonprofit’s formation.)

2004: Windwave begins operating as a wholly owned Inland subsidiary serving commercial businesses.

2008: Amazon pays $1.6 million for 80 acres at the Port of Morrow.

2011: Amazon opens its first data center at the Port of Morrow. The company subsequently began contracting with Windwave to provide fiber-optic services to its data centers.

2016: Inland’s board holds a strategic planning session to consider raising cash; it decides to explore the sale of Windwave.

2017: Inland agrees to sell Windwave to two board members, the port director and a county commissioner for $1.88 million.

2018: The Oregon Department of Justice suggests Inland recalculate the Windwave sale price following federal business tax cuts; the new value is set at $2.6 million. Sale complete, Windwave becomes a private company.
